What does this mean to you?
October: Due to the lack of buff, the new salvaging skill has minimal benefit to
characters with another tinkering skill trained. Only those with 1.4 billion xp
to invest will see any benefit.
November and beyond: The new salvaging skill will have a positive effect with as
little as 70.4 million xp invested. If your tinkering skill costs at least 5.5
million to up, you have sufficient xp invested to move your xp to salvaging, and
begin yielding higher returns from your salvaged items. Ghru characters still
have the advantage of achieving maximum yield earlier in life, but as the
character matures, moving the experience will be highly advantageous.

Addendum, as inspired by Gouru_MT:
Some higher salvaging efforts are not truthfully useful or efficient. For
example, Yielding 10 or 11 units from a wk 8 item still requires the SAME number
of base items to create a full bag of 100 (both require 10 items). Therefore,
the highest skill is not always the most efficient use of xp.
The following chart lists the skill required to fill bags in the MOST EFFICIENT
manner.

Conclusions of this analysis: If you aren't concerned about wk 4 items, the
highest necessary Salvaging skill is 196 base, at a cost of 1,692,943,784 xp.
Any additional xp spent will not fill bags any faster.
